Description of the problem	I was in a left turn lane waiting for oncoming traffic to pass before commiting to my turn at a stop. I gradually depressed the accelerator to make the left turn. The truck rolled forward at a rate of about 1mph. With oncoming traffic approaching, i then fully depressed the accelerator pedal with no results. There was no change in rpm, no change in acceleration, or speed for an estimated 3 seconds. The truck then slowly accelerated and i narrowly missed being t-boned by oncoming traffic. This unsafe condition will also happen during highway speeds after returning the pedal to the idle position and then accelerating to pass traffic or enter another lane. I have lost 10-20mph at highway speeds with my foot fully depressing the pedal. There seems to be a total disconnect at times between the accelerator pedal position and engine rpm's/power. I would estimate the occurrence of this issue at 10-15% of accelerator inputs. The truck now has just over 9,000 miles and this has happened numerous times, some nearly causing an accident.
